Referendum Thank YouEnsuring Equity, Space, and Safety, with No Increase to the Taxation Rate 

The Green Bay Area Public School District’s Board of Education voted on January 23, 2017, to approve placing before the voters on Tuesday, April 4, 2017 two referendum questions

The first question asks the voters to consider a $16.5M non-recurring operational referendum, which would allow the District to levy to the current state average for the next 10 years, allowing the District to continue its work to educate all students to be college, career and community ready. Even with the increased levy capacity, the District anticipates making reductions in order to have a balanced budget for the 2017-18 school year.

The second question is to consider a $68.25M construction referendum in order to resolve capacity issues, provide safe and secure entrances at several elementary schools, and provide equitable opportunities for students.

Operational Referendum - $16.5M (10-year)


The District is seeking $16.5M in additional revenue above its current revenue limit. The operational referendum would allow the District to maintain class size and educational programming, and retain staff. Without a successful operational referendum, the District will need to reduce staff, make cuts to programming and increase class sizes to address an estimated $18M budget deficit for the 2017-18 school year. 

Proposed Facility Projects - $68.25M

The referendum projects fall into several categories: capacity needs, safety and security and adequate and appropriate space.

Address capacity issues at the elementary and middle schools

  • A new Baird Elementary School on the existing site
  • Additions to Danz, Eisenhower, Martin and Sullivan Elementary Schools, which would enable the District to end its lease at the former St. Philip the Apostle  Catholic School, returning 4K/5K students to their neighborhood schools.
  • Addition to Jackson Elementary School to support the Spanish Immersion program.
  • Additions to Red Smith School and Edison Middle School.

Safe and secure entrances at multiple elementary schools

  • The following elementary schools will be addressed: Doty, Jackson, Jefferson, Keller, King, Wequiock and Wilder. 

Adequate and appropriate space

  • Renovations are needed at Webster Elementary, Washington Middle School and East High School to support the Fine Arts pathway. 
  • The leased space at the former Saints Peter & Paul School is inadequate to support the District’s project-based charter school, John Dewey Academy of Learning. The District will be looking to renovate space that meets the needs of the program to provide an equitable learning space.
  • Renovations to schools across the District to provide adequate and appropriate spaces for community agencies to deliver services to students and their families. 

Should both referendum questions pass on April 4th, the increase to the taxation rate would be $0.
